Basic Description
  • Provides leadership and management of the day to day operations of areas that include clinical and/or financial application support and development teams, web development team, training, workflow and support teams as required. Position includes responsibility for assigned application strategic planning and tactical implementation, scope, cost, and scheduling coordination. Responsible for following project methodologies that support the strategic vision of the IS department and hospital enterprise based on direction from the CIO. Provide viewpoint to CIO when contributing to the development of the strategic vision of the IS department within the hospital. Required to interface with core vendor engagement managers assigned to CAMC for all application issues requiring vendor intervention or assistance.

  • Degree / Education
    • Bachelor’s in Health Information Management, Informatics, Business, Nursing or related field.
    • Masters Degree preferred.
  • Level of Experience
    • 6 years information systems direct application management experience with at least 4 years in a healthcare environment and/or 3 years of direct personnel management.
  • Lic./Cert./Reg.
    • All licensure must be current/valid and from the state of West Virginia.

  Essential Duties and Responsibilities
  • Oversees the management team in each area to ensure project goals are met, maintenance and staff development are accomplished timely, efficiently and effectively.  

  • Reviews and approves personnel matters pertaining to interviews, hires, and training for new employees.
  • Reviews provisions for staff development, training, and orientations as prescribed by regulatory agencies and CAMC and departmental standards
  • Maintains adequate dialogue with direct reports and employees and maintains at least monthly staff meetings.
  • Provides direct reports with the resources, tools and training they require to meet expected performance levels.
  • Monitors, evaluates, appraises or disciplines employee’s activities according to organizational and departmental standards.
  • Leads and directs effective strategic and tactical application planning for the organization.

  • Accurately assesses the needs of the department and the business and clinical groups it serves.
  • Develops short and long-range application objectives for financial, clinical and IS groups.

  • Participates as black belt or on a team for RIE, JDI and other “Six Sigmaâ€� initiatives.
  • Oversees the efforts surrounding quality control procedures for all application implementation and ensures routine maintenance is performed a part of operations and support while maintaining a path towards application enhancement and effective utilization.
  • Creates and manages the budget for assigned areas and allocate funds within the budget to accomplish objectives
  • Prepares budget recommendations based on the business objectives.
  • Makes recommendations for changes or additions for application maintenance, upgrades, implementations and department operations
  • Responsible for the compliance with the budget established for assigned areas and reporting anticipated variances.
  • Resolves operational and unforeseen procedural problems and address other concerns relative to application implementation, regulatory compliance and hospital best practices as directed or as necessary
  • Quickly identifies and communicates problem with appropriate communication to all affected areas and staff.
  • Correctly identifies resolution and implement an appropriate solution utilizing the right resources.

  • This position is responsible for the supervision of up to 20-30 staff and management positions. Will manage major consulting engagements (involving oversight of the activities of several additional people), and is directly responsible for the development, maintenance and communication of key ambulatory, and business strategic and tactical plans for the Charleston Area Medical Center Health System, Inc.
